Welcome to the IndoTsunami web site

This site, launched on Tuesday 10 February 2005, is intended to keep you informed about the progress in developing a Regional Tsunami Warning and Mitigation System for the Indian Ocean. Through the time line, displayed above, you will be able to obtain information on the many international events, organized by individual countries as well as by UN agencies, related to follow-up actions to the 26 December 2004 tsunami.

Indian Ocean Tsunami Warning System Fellowship programme in sea level science and applications 2007-2008

The Intergovernmental Oceanographic Commission (IOC) of UNESCO is pleased to announce the availability of a number of fellowships for participants
from the countries bordering the Indian Ocean. The fellowships are funded through a contribution from the Government of Norway to the IOC’s Indian Ocean
Tsunami Warning System program (IOTWS). For more information, click here.

Satellite Phone Test

A test of the IOTWS Satellite Phone System was conducted on 24 January 2007.  Sixteen IOTWS countries participated in the test.

Fourth Session of the ICG/IOTWS

The Fourth Session of the Intergovernmental Coordination Group for the Indian Ocean Tsunami Warning and Mitigation System will be held in Mombasa, Kenya from 28 February - 2 March 2007. See more details on the website here.

30 June 2005: IOC Assembly formally establishes Intergovernmental Coordination Group for the Indian Ocean Tsunami Warning and Mitigation System (ICG/IOTWS)

 

The IOC Assembly, during its twenty-third Session (21-30 June 2005), formally established the Intergovernmental Coordination Group for the Indian Oceam Tsunami Warning and Mitigation System (ICG/IOTWS) through Resolution IOC-XXIII-12.

Monday 28 March 2005: Magnitude 8.5 Earthquake hits Northern Sumatra

At 1609 GMT an earthquake of magnitude hit Sumatra. It was initially assessed at 8.2. This was later re-assessed to 8.5.In Thailand thousands of people in the provinces affected by the 26 December 2004 tsunami were moving to higher ground. In Sri Lanka a warning was issued that the earthquake might generate a tsunami, USA's NOAA has recommended all populations within 1,000 kilometres of the epicentre to evacuate coastal areas.

The participants at the International Coordination Meeting for the Development of a Tsunami Warning and Mitigation System for the Indian Ocean within a global framework held in Paris on 3-8 March 2005, adopted the Terms of Reference of the Intergovernmental Coordination Group for the Tsunami Warning and Mitigation System in the Indian Ocean (ICG/IOTWS).

Paris, 8 March 2005: Meeting adopts Communiqué

The participants at the International Coordination Meeting for the Development of a Tsunami Warning and Mitigation System for the Indian Ocean within a global framework held in Paris on 3-8 March 2005, adopted a Communiqué outlining the arrangements for the establishment of a Tsunami Warning and Mitigation System for the Indian Ocean region.

The meeting also accepted the generous offer of the Republic of Mauritius to host the second International Coordination Meeting for the Development of an Indian Ocean Tsunami Warning System at high level to be held at Port Louis on 14-16 April 2005.

Paris, 3 March 2005: UNESCO’s Director-General Opens International Meeting on Indian Ocean Tsunami Warning and Mitigation System

The Director-General, Mr Koïchiro Matsuura, yesterday opened, at UNESCO Headquarters, the “International Coordination Meeting for the Development of a Tsunami Warning and Mitigation System for the Indian Ocean within a Global Framework”. This meeting is the first in a series that will lead to establishing the technical and ‘legal’ framework for the establishment of the Indian Ocean System. UNESCO received a clear mandate from the international community to coordinate the establishment of the System during the course of several international and regional meetings, including the World Conference on Disaster Reduction (Kobe, Japan, 18 – 22 January 2005), and the Phuket Ministerial Meeting on Regional Cooperation on Tsunami Early Warning Arrangements (Phuket, Thailand, 28 and 29 January 2005).

In his opening address, Mr Matsuura indicated the outcomes that he hopes will emerge from the meeting. In particular, he mentioned the need to reach agreement on the basic design of the observation networks that will constitute the Indian Ocean System, including the designation by governments of the national agencies that will act as National Tsunami Warning Centres. He also indicated the need to identify the mechanism for the coordination of the required research for the assessment of the tsunami hazard, as well as to address the organizational aspects and governance mechanism(s) that will enable the joint operation of the detection/warning system, based on international cooperation with the aforementioned observation networks.

Mr Matsuura went on to situate the Indian Ocean System in the global context that lies at the core of UNESCO’s strategy for a tsunami warning system. He informed the audience that the Indian Ocean System is just “the first step in building a Global Tsunami Warning System [that will be] fully embedded in the [IOC] global, operational ocean observing system that is regularly used for other related hazards, such as storm surges and cyclones”. He also outlined the merits of this system being linked to the soon-to-be-established Global Earth Observation System of Systems (GEOSS) that will aim at integrating space-based and ‘in situ’ observations covering the land, the ocean, the atmosphere and ecosystems. A group of nations have committed themselves to building GEOSS in the next ten years, following appeals to that effect at the World Summit on Sustainable Development (Johannesburg, 2002).

The International Coordination Meeting will build upon work that was begun in Kobe and continued in Phuket. Participants include decision-makers and scientific/technical experts from the 29 countries on the Indian Ocean rim, as well as Member States of UNESCO’s Intergovernmental Oceanographic Commission (IOC) in other regions, including those that have expressed their interest in contributing both financially and with technical expertise to the establishment of the Indian Ocean System.
