About the Meeting
UNESCO’s Intergovernmental Oceanographic Commission (IOC) hosted in Paris the “International Coordination Meeting for the Development of a Tsunami Warning and Mitigation System for the Indian Ocean within a Global Framework” from 3 to 8 March. The meeting benefited from the participation of 22 Indian Ocean Member States, 26 Member States from other regions and 24 international organizations. It confirmed the leading role of UNESCO/IOC in coordinating the development of the Indian Ocean Tsunami Warning System.
The participants in the meeting approved a “Communiqué” which called for a second meeting to be held, at the kind invitation of the Government of Mauritius, at the International Conference Centre in Grand Baie, Republic of Mauritius.
The “Second International Coordination Meeting for the Development of a Tsunami Warning and Mitigation System for the Indian Ocean” is meant to:
1. Inform Indian Ocean countries on the status of the interim advisory information system and how it satisfies the needs of the participating countries;
2. Share information on the progress with the development of national tsunami warning and mitigation initiatives;
3. Inform Indian Ocean countries on the progress of the upgrading and expansion of the sea level observing network in the Indian Ocean;
4. Consider ways and means towards the networking of national tsunami warning centres in a regional operational framework;
5. Seek coordination of donors in support of the development of the warning system and related activities at the national level..
As announced previously, UNESCO/IOC, in coordination with UN/ISDR, will issue a call to donors, to cover national and regional funding requirements as discussed in the March meeting. This call is to cover both investments and running costs for the establishment of national and regional systems as well as assessment of existing national capacities, capacity building and public awareness requirements. This call is complementary to the emergency OCHA Flash Appeal, insofar it addresses all 27 Indian Ocean countries and in a longer time frame (2-5 years). The last day of the Meeting (16 April) will offer a forum to donors for pledging funds for the different initiatives at national and regional level, under the responsibility of the different partners identified in the Paris meeting that will be contributing to the formulation of the pledging document. It is expected that longer-term commitments to tsunami and other natural disaster related risk management should be dealt with by the established channels at national level (e.g. UN country teams)
