IOCCP expands its mandate and establishes a Scientific Steering
Group
The
IOCCP began in January of 2003 as a pilot project of the Global
Carbon Project and the IOC-SCOR CO2 Panel, with a mandate to provide
coordination services for large-scale CO2 field programs that
will form the basis of a sustained observing system- a system
that will extend beyond the lifetime of any single research program.
In its first two years, the IOCCP has worked to develop an international
communications and coordination network for scientists and their
national, regional, and global research programs, and to bring
these groups together through targeted workshops to harmonize
implementation plans, methods and standards, data management,
and data synthesis activities that contribute to the development
of the sustained observing system. After the December 2004 Stakeholders'
Meeting at UNESCO, Paris, the sponsors of the IOCCP agreed to
formalize this pilot project to make it a standing project, and
to expand its mandate to include coordination services for the
full range of ocean carbon activities (not just large-scale CO2
field programs) as requested by research programs. As part of
this process, the IOCCP has developed new Terms of Reference and
has established a Scientific Steering Group with specific expertise
to address new issues:

The
expansion of these activities is made possible through the participation
of the new SSG members and the continued generous support of the
US National Science Foundation, which has agreed to support a
post-doc to work at the Project Office in Paris. An announcement
for this post will be circulated soon.
The
SCOR Executive Council has approved the new TORs and they have
been submitted for approval by the 23rd Assembly of the Intergovernmental
Oceanographic Commission of UNESCO, to be held this June. The
first meeting of the SSG, to be held jointly with the SOLAS-IMBER
carbon coordination group, is being planned in conjunction with
the International CO2 Conference in late September.

The
"Ocean Carbon Directory" developed as part of new IOCCP
mandate
As
part of the new mandate and activities of the IOCCP developed
at the December Stakeholders' meeting, the IOCCP has developed
a new community web-site, called the "Ocean Carbon Directory".
This site is meant to provide "one-stop shopping" information
on ocean carbon activities and programs, including news, observation
program information, quick links, a community calendar, jobs and
funding bulletin board, an image gallery, and a community powerpoint
collection. Additions to the site will soon include the new IOCCP
subject areas - a remote sensing / modeling information page in
collaboration with the IOCCG, a more detailed focus on time series
networks in collaboration with the OceanSITES project, a coastal
carbon observation compilation / information base in collaboration
with LOICZ, and a compilation and synthesis of on-going and planned
process studies from research programs. The IOCCP will maintain
its quarterly e-news bulletin, but news items will also be posted
on the front page of the Directory as they arrive, and time-sensitive
announcements will be sent to the community via the ioccp mailinglist.
Please
take a virtual stroll through the new Directory and send us your
comments, photos, powerpoints, web-links, calendar and news items,
etc., and help us to make this a useful resource for the international
ocean carbon community.

An
Ocean Carbon Community meeting planned at International
CO2 Conference
The
representatives of several ocean carbon research programs have
proposed holding an "Ocean Carbon Open House" meeting
in conjunction with the International CO2 Conference in Colorado
from 26-30 September. The IOCCP will host the Open House, which
has been tentatively scheduled for Wednesday evening, September
28, beginning at the end of the regular science sessions for the
day and lasting for about 2 hours, followed by a reception. This
will give representatives of ocean carbon programs the opportunity
to present a brief overview of their programs to interested scientists
and other program representatives, with a view towards establishing
closer collaborations for both observations and research among
the numerous activities being carried out. A small organizing
committee is being formed to develop the agenda and they will
provide more detailed information in the coming days. Mark your
calendars !

European
Space Agency launches GlobCOLOUR Project
Dr.
Cyril Moulin, on behalf of the IOCCP and in collaboration with
the International
Ocean-Colour Coordination Group (IOCCG), has agreed to serve
as the point of contact for the global ocean carbon-cycle research
community in the ESA Data User Element GlobCOLOUR project, which
will define, develop and demonstrate an earth observation service
for global ocean colour research. GlobCOLOUR has been developed
by ESA with the primary objective of fulfilling the User Requirements
of the global ocean colour and carbon-cycle research community.
Cyril, from the Laboratoire des Sciences du Climat et de l'Environnement
(LSCE) in France, is currently responsible for the remote sensing
applications and for the operation ocean color algorithms for
the French PolDER sensors. The project is scheduled to start in
the third quarter of 2005 and will last for two years. By directly
participating in this project, ESA will provide the global ocean
carbon-cycle research community with free access to the geo-information
products of the project.
Cyril
will act as a focal point for the ocean carbon cycle community
and will seek broad input and participation for:
1. Providing advice in the formulation of the User Requirements
Document, and ad-hoc consultations during the progress of the
project, to ensure that the project really does address the requirements
of ocean carbon cycle research;
2. Providing help in accessing any available calibration/validation
data sets, such as in-situ observations;
3. Providing an assessment of the final products, to let ESA know
whether the project was successful or not; and,
4. Helping
to disseminate the products to the carbon-cycle research community.
The
IOCCP will develop a special site on the Ocean Carbon Directory
to keep the community informed about this project and develop
a mailing list to directly seek input from interested members
of the community.

CLIVAR
and IOCCP initiate planning for a Repeat Hydrography Workshop
The
IOCCP and CLIVAR are in the early stages of planning an international
workshop for repeat hydrography, hosted by Masao Fukasawa, and
tentatively scheduled for early November at the Mutsu Institute
of Oceanography, JAMSTEC, Japan. IOCCP and CLIVAR are forming
an organizing committee, and draft objectives of the workshop
are:
1.
Information compilation and re-organization (as required) of the
hydrographic and carbon/tracer lines to be carried out during
this decade for each ocean basin, with a particular emphasis on
the Pacific basin and new collaborations with countries in the
region;
2.
Identfication and international agreement on a required suite
of measurements needed to be included as part of the CLIVAR /
CO2 Repeat Hydrography Program;
3.
Identification of a data management system that will fulfil the
needs of all participants within the program and establish a standardized
regional data distribution system;
4.
Set
up plans for regional synthesis of the cruise data with respect
to optimizing overall data quality on a basin-by-basin basis;
5.
Review and make plans to update the WOCE Hydrographic Program
Manual, as required.

"The
Ocean Carbon System: Recent Advances and Future Opportunities"
An Ocean Carbon and Climate Change (OCCC) Workshop
August 1-4, 2005
Woods Hole Oceanographic Institution (Woods Hole, MA)
Rapid
advances in ocean carbon research are being driven by targeted
ocean biogeochemical process studies (e.g., VERTIGO, SOFeX, EDDIES),
on-going time-series programs (HOT, BATS, CARIACO), the global
CLIVAR/CO2 Repeat Hydrography Program and surface CO2 Volunteer
Observing Ship Program, and satellite observations. A rich set
of opportunities for ocean carbon cycle research is also emerging
from the planned NSF supported ORION ocean observation infrastructure.
As part of the new Ocean Carbon and Climate Change (OCCC) program,
we are hosting a science workshop this summer with the specific
objectives to:
-highlight recent scientific findings in ocean carbon science;
-foster improved communication among existing ocean carbon observing
programs and process studies;
-discuss applications of emerging autonomous in situ observations
in marine biogeochemistry.
The
format of the workshop will include invited plenary talks, poster
sessions, and discussion groups. Participants will include ocean
scientists with expertise in ocean carbon observations, process
studies, remote sensing, numerical modeling and sensor/platform
technology development.
The workshop will be held Monday, August 1st through Thursday,
August 4th on the Quissett Campus of the Woods Hole Oceanographic
Institution, Woods Hole MA. Full or partial travel support will
be available for most workshop participants. In particular we
encourage students and post-docs to apply. To register, please

Open
position announcement: EUR-OCEANS Assistant Coordinator
Assistant
for EUR-OCEANS coordination (a EURopean network of excellence
for OCean Ecosystems ANalysiS).
EUR-OCEANS
is a new European Network of Excellence (http://www.eur-oceans.org
) dealing with marine ecosystems and global change, involving
160 PIs within 66 Institutes cross 20 countries. EUR-OCEANS is
seeking to appoint an assistant for coordination of activities
on trophic model interfacing and regional system integration (respectively
WorkPackages 3.1 and 7 of the NoE). The job will be undertaken
at the Institut Universitaire Europeen de la Mer, Brest, France,
in close conjunction with the EUR-OCEANS Project Office and the
IMBER International Project Office (http://www.imber.info ).
The
tasks include assisting the WP leader in implementing the EUR-OCEANS
Workplan, organizing and servicing meetings, gathering relevant
informations and share them across the entire network, partipating
in the project website and interacting with the System Integration
Task Team (SITT) and the Network Steering Committee (NSC). For
this position we seek a candidate with a PhD and a track record
in scientific coordination or project management, and preferably
some experience in biogeochemistry or marine ecosystems.
Some
national or international travel will be involved. The successful
candidate will have excellent interpersonal abilities, be fluent
in English and have very good skills in both written and verbal
communication. This post is available for three years and will
be filled as soon as possible. Starting salary will be in the
range of 26,800 to 36,700 Euros, dependent on the relevant skills,
knowledge and experience that the post holder brings to the role.
