Description: The coordinating unit of this project is located at the University of Kalmar (Sweden). It began in 2000. The project seeks to develop a comprehensive and integrated global assessment of international waters that may be used by GEF and its partners to identify priorities for remedial and mitigation actions in international/transboundary water bodies. It cover 66 sub-regions of the world of which the following are of concern to coastal Africa countries: - Canary Current; Guinea Current; Benguela Current; Algulhas Current; Indian Ocean Islands; Somali Coast Current; Gulf of Aden; Red Sea; Mediterranean Sea.

Implementation of the NEPAD partnership Programme 2004-2006 as it relates to the protection of the marine environment from land-based activities in the East African and West and Central African Regions as a contribution to the Nairobi & Abidjan Conventions

 

Description: The objective of the programme is to strengthen the regional legal basis for preventing land-based sources of pollution through the implementation of the Global Programme of Action of the Protection of the Marine Environment from Land-based Activities. Specific objectives are to reduce stress to coastal and marine ecosystems by improving water and sediment quality, developing regional capacity for sustainable and less polluting development programmes. Implementation of the programme will complement other related activities being conducted under the Nairobi Convention and Abidjan Conventions.

Strengthening Policy Coordination

Development and Protection of the Coastal and Marine Environment in Sub-Saharan Africa ‘The African Process’

 

Description: This project ended in 2002. With Funding from GEF, 11 Africa countries were made to carry out an assessment of the threat and causes of degradation in their coastal and marine environments. The main achievements of this project were:

 

·         11 country profiles that identified main environmental problems as well as their impacts and root causes, hot spots and sensitive areas in the coastal and marine environment

·         A portfolio of 19 sub-regional project proposals related to coastal erosion, management of key habitats, sustainable use of living resources, tourism and pollution plus one project which is part of the GOOS Africa programme.

·         A programme of interventions that has been adopted by a meeting during the Johannesburg World Summit on Sustainable Development (September 2002) and then was transferred to the environmental component of NEPAD;

·         Increased awareness mainly of African decision-makers on the importance of coastal and marine management.

Description: The project ended in 2001. It was part of the Land-Ocean Interactions in the Coastal Zone Project of the International Geosphere-Biosphere Programme. The project assessed different river catchments in Africa using the DPSIR framework. From this a two year (2002-2004) project, AfriCat, was prepared to assess more precisely the coastal impact of water impoundment in catchments in four river catchments: Senegal river basin, Moulouya Sebou River in Morocco, Tana River in Kenya and Rufiji in Tanzania.

Addressing Land-based Activities in the Western Indian Ocean (WIO-LaB)

 

Description: The objectives of the project are (a) to reduce stress to the ecosystem by improving water and sediment quality; (b) to strengthen the regional legal basis for preventing land-based sources of pollution; and (c) to develop regional capacity and strengthen institutions for sustainable, less polluting development. These three objectives will provide a strong basis for sustainable environmental management in the Western Indian Ocean region in the future. A preliminary Transboundary Diagnostic Analysis and a preliminary Strategic Action Programme serve as the basis for preparation of this project proposal. The full GEF project will refine the TDA and SAP, following clarification of some aspects of the environmental status of the region. The project focus on the Global Program for Action will result in National Plans of Action for abating land-based sources, as well as a regional protocol for the existing Environmental Convention (Nairobi Convention) with Annexes. The project focus on broad stakeholder participation will help assure the sustainability of the GPA Plans of Action. The private sector will be also a focus for cooperation, key for long-term sustainability of actions.

Coral Reef Monitoring Network in Member States of the Indian Ocean Commission (COI), within the Global Reef Monitoring Network (GCRMN)

 

Description: The main objective of the project is to assist participating countries in the conservation of the high biodiversity of coral reefs and their socio-economic value, and in the sustainable management of their resources, through a monitoring network to link, in a coral reef network, stakeholders of the Indian Ocean islands. The project is designed to provide decision-making tools for the integrated management of coastal zones, based on information and data on status and trends of coral reefs, and to enable participation in the Global Coral Reef Monitoring Network (GCRMN). The anticipated outputs are (a) a durable regional coral reef network and a regional database on the state of coral reefs; (b) enhanced national capacity for monitoring of coral reefs and data analysis; (c) a 3-year data series on the status of reefs, their tendency and their biodiversity; (d) active contribution to the CGRMN international database through data transfer; (e) diffusion to international networks of information on the Indian Ocean regional network and on the Regional Coral Reef Plan

CORDIO - Coral Reef Degradation in the Indian Ocean

 

Description: CORDIO is an operational program of the International Coral Reef Initiative. Coral Reefs Biodiversity

IUCN Eastern Africa Regional Programme

(Coastal & Marine Component)

 

Description: Programme aims at addressing threats to the biodiversity of the marine and coastal environment in the region, and to promote the sustainable and equitable use of marine resources, through capacity building, provision of technical advice, dissemination of lessons learned and sharing of knowledge. Recently completed projects include the Kisite Marine Park in Kenya. Ongoing projects include support to Tanzania's Mnazi Bay-Ruvuma Estuary Marine Park and the Moheli Marine Park in the Comoros.

 

IUCN is also working in collaboration with the IUCN World Commission on Protected Areas to introduce the concept of ‘assessment of management effectiveness’ and is currently working with the Tanga Coastal Zone Management and Development Programme to demonstrate how collaborative fisheries management programmes may best be developed and implemented. Similar activities are being implemented at sites in the Comoros as well as Mnazi Bay in Southern Tanzania.  It is also involved in promoting regional and trans-boundary cooperation in the management of shared waters and resources through its support to the implementation of the Nairobi Convention

Regional Programme for the Sustainable Management of Coastal Zones of the Countries in the Indian Ocean

 

Description: This project is part of the European Community Regional Strategy Paper and Regional Indicative Programme for the Period 2002-2007 for the Region of Eastern & Southern Africa and the Indian Ocean. The aim of the co-operation strategy paper is to reduce poverty and increase economic growth through higher levels of regional economic integration and enhanced co-operation in selected areas between the countries of the region. West Indian Ocean Electronic Highway Development and Coastal and Marine Contamination Prevention Project

 

Description: The objectives of the project are (a) to increase the safety of navigation by assessing the risks of catastrophic accidents and taking action to reduce the risks and prevent accidents, (b) to assist countries to undertake technical work needed to ratify conventions and to translate their provisions into national laws and regulations, (c) to build capacity in countries to assess and control ship-based pollution, (d) to strengthen capacity of countries for surveillance and enforcement of regulations intended to ensure that fisheries and other coastal and marine resources are managed sustainably; (e) to strengthen the capacity of countries to cooperate among themselves, with relevant international and regional organizations, and with the shipping and fishing industry in managing their common marine and coastal resources, and (f) to develop financing and institutional mechanisms to sustain capacity of countries to address issues of navigation safety, and to enforce in coordination with other countries laws and regulations governing the shipping and fishing industries.

Adaptation to Climate Change - Responding to Shoreline Change and its human dimensions in West Africa through integrated coastal area management

 

Description: The main objective of this project is to mainstream adaptation to climate change into integrated coastal area management planning in the participating countries through the development and implementation of pilot adaptation activities in response to shoreline change. This will involve the development of strategies, policies and assessment of the  current situation of the coastal zones of the concerned countries, including an assessment of the actual sea level rise and its causes based on technical/scientific information. A major preliminary objective will therefore be to pilot adaptation activities in a local to sub-regional context. There is a strong rationale for addressing the issue of adaptation and shoreline change not only at the national level but also through the development of a regional approach.

Integrated management of the Benguela Current Large Marine Ecosystem

 

Description: The main areas of interest identified by the Transboundary Diagnostic Analysis for regional actions are: sustainable management and utilization of resources; assessment of environmental variability, ecosystem impacts and improvement of predictability; maintenance of ecosystem health and management of pollution. The project has a programme coordination unit based in Windhoek (Namibia) and three activity centers (one in each participating country) relative to living marine resources; biodiversity, ecosystem health and pollution; environmental variability and predictability. To date a total of 60 projects have been funded for a total amount of US$4.7 million.

Combating living resources depletion and coastal area degradation in the Guinea current Large Marine Ecosystem  through ecosystem-based regional activity

 

Description: This project is a follow-up of the former Gulf of Guinea Large Marine Ecosystem Project. It now includes 16 countries from Guinea Bissau to Angola. The main objectives of the project are: to recover and sustain depleted fisheries; restore degraded habitats and reduce land- and ship-based pollution. Nine demonstration projects will have been implemented in the countries of this region by the end of the project period.

Addressing transboundary concerns in the Volta River basin and its downstream coastal area

 

Description: The project has a Transboundary Diagnostic Analysis (TDA) as well as a preliminary Strategic Action Programme. It has a clear ICZM interest explained by the fact that dams on the Volta river have induced coastal erosion mainly in Ghana, Benin and Togo. In the preliminary TDA, coastal erosion is listed as one of the major concern in the Volta basin. One of the expected results of the project will be to reduce coastal erosion rates by 25% by 2012.

Regional strategy for marine protected areas in West Africa (PRCM)

 

Description: This project, co-organized by WWF, IUCN, Wetlands International and FIBA, has an action plan for 2004-2008. One of the objectives is to combat poverty through different initiatives (restoration of coastal ecosystems and resources, expansion of marine protected areas, development of activities generating alternative revenues). It is mainly based on a regional approach to manage and extend Marine Protected Areas; protect endangered species (manatee, turtles, sharks); and to make a synthesis of scientific results in order to produce scenarios for management. The project has strong links not only with the sub-regional and national authorities which endorsed the strategy but also with local communities.

Description: The project aims to reduce poverty through development of sustainable livelihoods in coastal and continental fisheries communities. The approach is based on a sustainable livelihoods programme and the code of conduct for responsible fisheries. Through a process of sensitization followed by a participatory diagnosis of the livelihood options, the project has identified the main livelihoods in artisanal fishing, the main research institutions in fisheries and policy, institutions and processes at a national level as well as the interactions between them. It has two pilot projects: one on participatory management of fisheries and monitoring, control and surveillance in coastal zones (Congo, Gabon, Guinea and Mauritania) and one on “Improved livelihoods in the poor harvest sub-sector of small scale fisheries (Cameroon, Chad, Gambia and Senegal).

Determination of Priority Actions for the Further Elaboration and Implementation of the Strategic Action Programme for the Mediterranean Sea
